To Paterson, the notion that federal experts can plan to ensure the people\u00e2\u0080\u0099s welfare was a ridiculous projection of childish fantasies--\u00e2\u0080\u009ca mother\u00e2\u0080\u0099s boy economic program with a kind maternal government taking care of everybody out of an inexhaustible income drawn from mysterious sources.\u00e2\u0080\u009d Perfect planning requires perfect foresight--and who possesses that?
