That control is enforced by:</p>\n<ul>\n<li>a secret police,</li>\n<li>a system of incentives to induce \u00e2\u0080\u009cgood citizens\u00e2\u0080\u009d to betray \u00e2\u0080\u009cdissidents\u00e2\u0080\u009d to those police,</li>\n<li>and a system of concentration camps for the dissidents.</li>\n</ul>\n<p>Within the <em>nomenklatura</em> there is intense jockeying for advancement, plenty of scheming and maneuvering, and enough backstabbing to make any intrigue writer\u00e2\u0080\u0099s salivary glands go into tenth gear.
